IP-XACT IEEE 1685 (2009 and 2014) as a UVM register generator input

The IP-XACT format is widely used for easier packaging and reusing IPs. While the IP-XACT standard defines several aspects of the IP based design flow, only a part describing the IP-XACT Component is used for the register generation purpose. The description specified in the XML input file has to be a complete, valid declaration of the IP component according to the IP-XACT.
